Description:
The International Standard Recording Code (ISRC) is a standard identifying code that can be used to identify sound recordings and music video recordings so that each such recording can be referred to uniquely and unambiguously. This draft represents a technical revision. This document sets out the format of ISRC, the mechanisms to ensure uniqueness of codes and the ways in which ISRC is to be assigned to recordings.
2. Voted YES on Skip CD ballot for ISO/WD 30301

Description:
Proposal to skip the CD ballot for ISO/WD 30301, “Information and documentation – Management systems for records – Requirements”.
In accordance with Annex SS of the ISO Directives Part 1, the members of WG8 have agreed to request a ballot to skip the CD stage for ISO/WD 30301.

Description:

The ISO/TC46 “Information and documentation”, in accordance with clauses 4.4.1 of the ToR for 3166/MA (N815), approves the appointment of Ms. Kate Dolan as chairperson of ISO 3166/MA for a 3-year term from 2018 to 2020, and asks its secretary to inform ISO 3166/MA secretary accordingly.

Description:
The results of the Systematic Review on ISO 13008:2012 were inconclusive. Following consultation with the Chair, TC46/SC11 is proposing an out of session resolution to revise ISO 13008 as follows:

With the recent publication of ISO 2108:2107, Information and documentation – International Standard Book Number (ISBN), SC9’s working group 4 is being proposed to be disbanded.
Resolution proposed to disband SC9/WG4:

This International Standard defines rules for ISO 28560-1 data elements to be encoded in radio frequency identification (RFID) tags with a memory structure that is partitioned into four memory banks.
9. Voted YES on Review of ANSI/NISO/LBI Z39.78-2000 (R2010) Library Binding
Question:
Do you approve the reaffirmation of Z39.78?
Description:
This ballot is for the periodic review of the published standard ANSI/NISO/LBI Z39.78 2000 (R2010), Library Binding. This standard was last reviewed and reaffirmed in 2010.
Since the standard was last updated in 2000, the Library Binding Institute has undergone corporate changes, and is now known as Library Binding Committee of the Book Manufacturers’ Institute.
“LBI” was included in the designation for the standard: ANSI/NISO/LBI Z39.78-2000 (R2010) Library Binding, which will now be changed to ANSI/NISO/LBC Z39.78-2000 (R2018) if the standard is reaffirmed. LBC has also suggested that other places in the standard where Library Binding Institute was mentioned, be updated to Library Binding Committee.
There are no other changes proposed for the standard. ANSI has confirmed that a reaffirmation could include these updates, since there are no substantive changes to the standard.
10. Voted APPROVE with COMMENTS on ISO/DTR 22428, Records management in the cloud: Issues and concerns
Question:
Do you approve the draft of ISO/DTR 22428 for publication?
Description:
This technical report describes all the risks and issues that may arise when managing records using cloud services. It covers issues and concerns relevant to all types of cloud, i.e., public, private, or hybrid.
Comments and Corrections:
We think the issues addressed here are important but the document could use some editing /clean up as there are several cases where meaning is obscured.
A few examples:
– (p. 18) para. just before 6.5 — “The disadvantage is that the clients have to be in charge of payment to maintain consistency of the records stored in all IaaS’s. ” Perhaps they mean synchronizing vs payment, not sure
– Figure 12 “RM agency can manageRM application which reduces feasible problem…” — meaning unclear
– (p. 20) 7.1 — The risks followed by inherence of SOA in the cloud” — perhaps they mean “inherent to use of SOA in the cloud”
– 7.3 “diagnose the risk due to multi-tenancy for each layer” — true but that needs more elaboration to be clear
– 7.3 “cloud lock-in” — a point, but should be better illustrated
– 8.1 – list of legal risk factors — last item in list appears to be unfinished
– 8.1.2 – “ambiguity that ‘data can be safe in one country but not in another’ is created” could use rewording
General comment on the document — link between control/configuration of metadata of the administrative type and authentication risk factors should be made more clear.

This International Standard defines terms for the quality assessment of national libraries and specifies methods for such assessment of performance measurement and impact assessment. The results of both methods are of special interest for comparison over time within the same library.

According to Resolution 2 – 2018-05-16 on ISO/NP 23404 the ISO/TC 46/SC 10 has been requested to launch a CIB Ballot regarding the allocation of ISO 23404 to a new WG 4 “Requirements for materials related to preservation” (instead of WG 1).
Thi-phuong NGUYEN is proposed to act as convenor for this new WG 4. Thi-phuong Nguyen is already project leader of ISO/NP 23404. After having been awarded PhD in chemistry, Thi-Phuong Nguyen joined the laboratory of the National Library of France, which she was at the head of from 1999 until 2012. She was later in charge of the preservation of the French Film Archives collection and is now the officer at the Direction of French Archives, a department of the French Ministry of Culture, where she provides advice and expertise on the preservation of archival heritage for the whole archival public institutions.
Thi-Phuong was involved in numbers of national and international research projects on the preservation of cultural heritage; she chaired the French mirror of the TC46/SC10 during 7 years.

This document defines the use and structure of the RAiD Research Activity ID, and RAiD DMR (Data Management Record). It is project identifier for Information Technology, Learning, Education, Training and Research. RAiD is an identifier for research projects. It is not an identifier for any individual or group. Not is it a repository platform or storage method.
Comments:
Committee members had concerns that the identifier doesn’t include a repository or some resolution process at this time.
Others questioned if there has been environmental scan work of the best practices and how existing cases are done, e.g., at funding agents, academic units, and consulting companies. Does this proposal emerge from, or collaborate with the Research Data Alliance (RDA)? Is NISO any kind of core constituent in this case? (NISO is very strong voice about ORCiD and could have a good expert pool for the RAiD.)
Jane Greenberg also came up as a potential member. She is the Alice B. Kroeger Professor and Director of the Metadata Research Center at the College of Computing & Informatics, Drexel University. Based on the recommendation, should TC46/SC9 withdraw the project to revise ISO/AWI 21047?
Description:
During the plenary meeting in Lisbon, it came to light that the ISTC RA was disbanded in early 2017. Following a lengthy discussion about the status of the RA, the standard, and the project, it became clear that the revision work needed to be halted. While the status of the project was listed on the agenda, a decision to withdraw the revision must be taken by CIB. Therefore, this ballot is being circulated to withdraw the project, while the ISO CS and the leadership of ISO TC 46/SC 9 attempt to find candidates to step in as a new Registration Authority for this standard. If no candidate to assume this role is identified, per the ISO DirectivesISO CS will withdraw the standard.

Danish Standards (ISIL Registration Authority) has submitted a revised version of ISO 15511 to the TC 46/SC 4 secretariat. Following changes to the previous edition of the standard have been made:
Contact information for the Registration Authority has been updated
Case sensitivity in ISIL codes has been clarified.
– Usage of characters in ISIL codes has been made more clear.
– URI of the ISO 3166 country codes has been updated. The new link is to the ISO Online browsing platform.
– Terms and definitions have been taken from ISO 5127:2017 when applicable, and the term organization and its definition has been added.
– Furthermore, in accordance with current ISO rules for wording in standards:
– This International Standard is replaced by This document.
– Notes under 3 Terms and definitions are replaced by Notes to entry
The case sensitivity –related clarification may have an impact on some implementations. In the current edition of the standard it is not absolutely clear if the library code is case sensitive or not. The attached draft leaves no doubt:
ISIL country code and non-country code prefixes are case insensitive, but the library code is case sensitive. For instance FI-Ht and FI-HT are two different ISILs, but FI-HT and fi-HT are two variants of the same ISIL.
However, even this change is just a clarification and does not alter the substance of the standard and therefore the ISIL RA regards the revision as minor. The intention is to launch an FDIS vote soon.
In order to guarantee that the standard remains up to date, ISO/TC 46/SC 4 made the following decisions in its plenary meeting last May:
