Question:

Which two (2) countries do you select to serve on the ISO 3166/MA?

Description:

Following the call for P-NMB wanting to participate in ISO 3166/MA – document N2747 dated 2018-10-23 – we received the following five candidatures: from Australia (SA), China (SAC), Japan (JISC), Kenya (KEBS) and Spain (UNE).

A new consultation is now open to approve the nomination of two rotating members amongst those who expressed their interest in becoming member of the ISO 3166/MA for a 2-year mandate (20192020) in accordance with subclause 2.1.3.2 Rotating ISO Pmembers of the Terms of reference for the maintenance of ISO 3166. Australia won’t be included in the possibilities as SA is already a rotating member until the end of 2019.

Reminder:

SA and SCC (Canada) are rotating members for 2018-2019. JISC and SAC were rotating members in 2016-2018. KEBS was rotating member in 2016-2017. AFNOR, ANSI, BSI, DIN and SIS are the permanent member bodies.

Description:

As no project is being developed under ISO/TC 46/SC 10/WG 3, “Holdings Management”, the WG needs to be disbanded by the decision of the committee in accordance with subclause 1.12.4 of the ISO/IEC Directives part 1.

Description:

This voting pool is to approve the publication of the standard NISO Z39.96-201x, JATS: Journal Article Tag Suite (1.2), as an American National Standard.

The purpose of the NISO Journal Article Tag Suite (NISO JATS) standard is to define a suite of XML elements and attributes that describes the content and metadata of journal articles—including research and non-research articles, letters, editorials, book and product reviews—with the intent of providing a common format in which publishers and archives can exchange journal content. This standard is a revision of JATS 1.1 published in 2015, and includes input determined by the NISO JATS Standing Committee pursuant to its ANSI-approved Continuous Maintenance process.

Comment:

We noticed some editorial errors that should be reviewed before the standard is published

For instance in the Forward

In the section about 2018 version, it said:

“We have added four new attributes for naming (and possibly linking to) a general or controlled taxonomy or
vocabulary and a specific term within the vocabulary: @vocab, @vocab-identifier, @vocab-term, and @vocab-identifier.”

You can tell the 2nd and 4th are the same. In the real document, there is a “@vocab-term-identifier” for Vocabulary/Taxonomy Term Identifier, which we believe should be the correct one.

We suggest that the entire document be reviewed for similar errors that should be corrected before publication occurs

Description:

This document provides ways for digital collections to effectively present rights information to their end-users. Digital collection here refers to a service providing resources in digital form, especially resources in libraries, museums, archives or other organizations that offer similar resources to their patrons. Rights information here refers to the intellectual property rights and related access/usage rights concerning the resources.

Description:

As agreed in resolution 20/2017-05, WG 17 has commenced preparatory work for a Technical report for Records Management with Blockchain, lead by Project Leader Sungjae Kim (KATS).

A Draft document was circulated to WG 17 for comments, and Mr. Kim has now responded to these comments and provided an updated Draft. At this stage, we are launching a Committee Internal Ballot to endorse the registration of this project and for a Technical Report to be developed for publication.

Description:

This document establishes the minimum characteristics required for the presentation and identification of periodicals including not only the obvious traditional elements that print periodicals typically display (e.g. title, ISSN, publisher, date), but also the “footprints” of periodicals published on digital dynamic media that enable them to be traced along the path of their history, such as changes of URL and publisher or content provider. Furthermore, this document provides information about persistent identifiers, using ISSN, and citation of periodicals (especially when published online or digitized and when titles have changed). It also makes specific recommendations for presentation and identification aspects of retrospective digitization of periodicals.

This International Standard specifies the requirements for a generalized XML-based exchange format for bibliographic records as well as other types of metadata.

4.1 g) Embeddeddata — “can be used an number of embedded fields…” presumably should be “any number”

      Ibermarc);
      thought these are just examples don’t believe MARC21 supports embedded data per se.

Annex A, p. 7 contains several regular expressions which to readers unfamiliar might be confusing
— might help to have a note on the existence of these since there are a lot of different types.

B.1 Marc 21 example of bib leader is this really supposed to be 23 in length vs 24 ?

A more general comment on Annex B:

On the whole these are good examples.

Example for MARC21 looks odd, though, compared with the UNIMARC and danMARC2. MARC21 example is juvenile literature,
while the examples for the other formats focus on multi-volume cases with embedded data relationships.
Might be clearer to include (or add) a MARC21 example describing a multivolume set, with perhaps linking entry fields
(76X-78X) since those might be used in such a case to include cross references to items from the main record.

Comments:

Section 7 ISSN clusters: The introductory paragraph seems a little sketchy, considering the import/potential of such clusters (for searching, FRBR-izing, and other activities).

When the ISSN Registration authority identifies the need for resource clusters such as to group all the earlier and later titles, it will publish in the ISSN Manual definitions and processes for the assignment of new classes of ISSN to clusters of that sort.

The International Standard Content Code (ISCC), is a generic digital media identifier that works consistently across different media types (text, image, audio, video).

Comment:

ASIST has seen no evidence that there is a community need or demand for such a standard and given the numerous identification standards already in existence feels that this would be needed, superfluous and unlikely to achieve wide adoption

In addition while the standard does mention the ability for registration authorities to exist, it provide no guidance or mechanisms for certification of any authorities that might decide to become registration authorities or rules for their operation. Also ASIST is concerned that the standard does not specifically prevent registration authorities for charging for any resolution services they may provide (nor does it define any such services that are required to be provided by a registration authority) – and feels that any `charging mechanism developed by a registration authority would be an impediment to potential users of any ISCC that was developed

Description:

Following the approval of ISO/NP 24143 “Information and Documentation – Information Governance”, TC46 was contacted by ISO/IEC JTC 1/SC 40 IT Service Management and IT Governance in order to explore the opportunity to establish a to/from liaison between ISO/IEC JTC 1/SC 40 and ISO TC 46.

Indeed, multiple standards from JTC 1/SC 40 (and more specifically ISO/IEC 38500 “Corporate governance of information technology”) are referenced in ISO 24143’s documentation.

A liaison between ISO/IEC JTC 1/SC 40 and ISO TC 46 would facilitate the exchange of technical information and documents and a close collaboration between the committees, thus being beneficial to both committees.

The following ISO/TC 46 RESOLUTION 2019-22 is now proposed and a one-month ballot by correspondence will be open on CIB to allow TC 46 to adopt:
